Connect each control to the risk at the site
The planning rationale should explain how the selected controls respond to the work method, traffic environment, staging and exposure of people walking, cycling or using nearby access points.
- Record the site conditions and road-user interactions that influence the design.
- Explain control choices clearly enough for the reviewer and delivery team to follow.

Inputs for a risk-based planning review
Provide the work method, road and speed environment, expected road-user impacts, photos, plans, access constraints and proposed staging. Include the responsibilities already assigned by the PCBUs involved.
- Identify uncertainty instead of filling gaps with assumptions.
- Include existing authority feedback that questions a control or its rationale.

Use the review to close the reasoning gaps
Send the available site evidence and current plan for a scope check. The next step can be framed as a new TMP, a focused amendment or supporting explanation for the existing submission.
- Confirm which site conditions still require verification.
- Carry the final rationale into the documents used for field delivery.
