How does a Whangārei CAR become permission to work?

Apply for the CAR and wait for the approved WAP

WDC requires anyone whose work affects normal operation of the road, footpath or berm to obtain a WAP by submitting a CAR. Depending on the effect on public access, the application may also need a TMP.

Council accepts submissions through beforeUdig or Submitica and says applications need to be made at least 15 working days before the intended start.

Plan for urban movement, freight and rural access

Whangārei's network includes busy urban and signalised corridors, active-mode users, extensive rural roads and strategic freight routes supporting forestry, dairy, Northport and Marsden Point.

Some communities rely on a single practical access route. A closure or diversion therefore needs to be tested against road hierarchy, heavy-vehicle suitability and emergency access.

Use the separate closure and state-highway processes

A road closure requires a separate WDC application as well as the CAR and traffic-management material. Council says applicants may need a scope, methodology, safety plans and other supporting evidence.

NZTA controls state highways. WDC notes that joint approval may be required where the activity affects both networks and that state-highway closure proposals need early planning for the public-notice period.
