What applies to Whakatane District road-corridor work?
Whakatane District Council publishes a detailed corridor process covering the TMP, CAR, WAP, work-start and work-end notifications. We can prepare the application package and deliver the approved layout from establishment through monitoring, permitted changes and uplift, subject to authority approval and confirmed resources.
02
An eight-week corridor submission horizon
Council asks applicants to submit at least eight weeks before approval is required. Complete contractor, traffic-management, site-layout and consultation information reduces avoidable holds but does not guarantee a decision date.
- Council requires a CAR for activities that alter the road reserve or change normal pedestrian, motorist or cyclist use.
- Applicants may email ttm@whakatane.govt.nz or lodge directly in Submitica, and Council says to submit at least eight weeks before approval is needed.
03
Site plans that show the work in three dimensions
Large projects may need several CAD layouts, aerial positioning and cross-sections. The package should show the full route, nearby assets, street furniture and the relationship of services to the formed road and berm.
- The network serves Whakatane, Edgecumbe, rural communities and eastern freight routes.
- Council expects consultation evidence from affected utilities, bus operators, iwi, businesses and residents where relevant.
04
Consult the people affected by the closure
Council lists utilities, bus operators, iwi, businesses and residents among potentially affected parties. Consultation evidence should match the actual access, service and cultural effects of the work.
- We can prepare the TMP, site plan, consultation record and Submitica material required for review.
- We can include setup, active monitoring, authorised changes, uplift and completion support in the field scope.
05
Start and finish notifications matter
The WAP email provides formal work-start and work-end actions. Our delivery scope can support establishment, monitoring and uplift, while the applicant ensures completion notification, inspections and reinstatement obligations are closed.
- Event road closures require written application at least 12 weeks in advance.
- Flood, resilience and seasonal roadwork conditions can affect access and detours.

Whakatane District activities we can plan and deliver
Whakatane corridor utilities and reinstatement

Whakatane frontage work with consultation needs
TMP and corridor support for crossings, deliveries, cranes, scaffolding or frontage work. The delivery method also accounts for council expects consultation evidence from affected utilities, bus operators, iwi, businesses and residents where relevant.
Whakatane event closures and completion controls
Risk-based planning for events, closures and temporary changes to pedestrian, cyclist or vehicle movement, including plans may need multiple cad layouts for large jobs and cross-sections showing service depth relative to road, berm and drainage features.

Whakatane District TMP and establishment questions
How early should a Whakatane CAR be submitted?
Council's corridor page says at least eight weeks before approval is required; event road closures need at least 12 weeks.
Where can the CAR be lodged?
Through Submitica or by contacting the council traffic-management team at ttm@whakatane.govt.nz.
What prevents the WAP from issuing?
If traffic management is required, Council says the WAP will not issue until an approved TMP is supplied.
Why is the work-end notification important?
Council says it forms part of the approval and starts the warranty period; without it, responsibility remains open.
