What applies to Waikato District road-corridor work?

Waikato District Council now publishes a detailed risk-based corridor process. We can prepare the TMP, diagrams, risk records and CAR package, then provide approved establishment and worksite monitoring when the WAP, programme and field resources are confirmed. Council remains the local-road approver.

A published risk checklist, not only a drawing

Council expects the application to address vulnerable users, property and service access, traffic effects and nearby facilities. We use those headings to build a submission that explains why each control is appropriate.

  • Council requires the PCBU to submit a CAR and wait for approval before road-corridor work.
  • From 1 July 2026 accepted TMPs must align with NZGTTM.

Choose the correct lodgement route

Non-excavation work is submitted through Submitica, while excavation starts through beforeUdig and generates the CAR. Maps, dimensions, utility approvals, traffic data and site-specific risk material may all be required.

  • The district spans fast-growing towns, rural roads and interfaces with SH1, SH2 and Auckland's southern network.
  • Council specifically asks applicants to consider vulnerable users, access, detours, KiwiRail, buses, signals, parking, schools, waste collection, community facilities and emergency services.

WAP conditions become the field brief

The approved TMP and WAP are converted into a setup sequence, inspection points and operational responsibilities for the crew. Physical copies and assurance records remain available on site.

  • We can plan to Council's published NZGTTM and risk-assessment requirements.
  • We can provide worksite assurance and documented, approval-compliant adjustments.

Dynamic does not mean uncontrolled

Council recognises that sites change, but adjustments must be clearly recorded and kept with the plan. Anything beyond the accepted scope is escalated rather than improvised.

  • Approval results in a WAP with conditions; the WAP, TMP, risk records and assurance records must be kept on site.
  • Dynamic site changes must be documented and kept with the on-site records.
