Align the TMP, corridor permission and network booking

State-highway activity can require a traffic management plan, corridor access request, work access permit, land access and a confirmed network booking. NZTA's published pathway uses myWorksites for TMP and event access requests and Submitica for CAR applications, while some networks have separate management arrangements. An approved TMP alone does not secure the work window: the layout must be matched to the exact time-and-space booking before deployment.

Most state highways follow RTTMC, with published exceptions

NZTA publishes the Regional Traffic Management Centre as the national coordination point for most of the network, while identifying separate arrangements for Auckland System Management, the Pūhoi to Warkworth public-private partnership, Wellington Transport Alliance, Marlborough Roads and Milford Road Alliance. We check which organisation manages the actual road section before choosing contacts, forms or assumptions.

The boundary check includes ramps, intersections, service lanes and adjoining local roads. If signs, queues, detours, plant or a work area extend onto council-controlled space, a separate local approval can be required. We document that interface early so the state-highway and local submissions describe the same staging and dates rather than creating conflicting instructions.

myWorksites and Submitica support different parts of access

NZTA's current material directs TMP and event access requests through myWorksites and corridor access requests through Submitica. Depending on the work, a WAP, EAR or land-access step may also be involved. YourTMP assembles a consistent package covering the work method, risk controls, staging, vehicles, dates and network occupation so each system refers to the same operation.

The traffic plan is developed against current NZGTTM risk-based expectations and the relevant network operating plan. We consider speed environment, traffic demand, heavy vehicles, vulnerable road users, intersections, queues, property access, emergency response and site-specific hazards. The field team must be able to use the approved information, so the layout and instructions are tested for buildability rather than treated as a drawing-only exercise.

Approval does not replace the confirmed deployment booking

NZTA states that an approved TMP must be matched by a confirmed time-and-space booking for the exact deployment. We keep the booking, corridor permission and plan status visible as separate gates. This matters when dates shift, staging changes or another activity competes for the same network space; a previously accepted plan should not be assumed to authorise a different window.

National and regional operating plans can also contain moratoriums or additional working restrictions around holidays, events, freight demand and seasonal peaks. We review the current material for the route and raise potential conflicts before labour, plant and traffic equipment are locked in. Where a change affects the accepted arrangement, the booking and approval records are updated through the authorised channel.

Field delivery must stay inside the accepted state-highway method

Once all required approvals and the network booking are confirmed, YourTMP can coordinate the trained personnel, vehicles, signs and devices required for establishment. Travel, equipment and availability are checked for the specific site. The setup is verified against the approved plan, including sign sequence, visibility, lane-control geometry, safety spaces, pedestrian routes and the work-area interface.

Operational responsibilities can include inspections, queue monitoring, device maintenance, shift handover, communications and approved on-site changes. NZTA publishes resources for recording changes, and material departures need the appropriate authority rather than informal substitution. At the end of the booked window, controls are removed in sequence, normal operation is restored and the required close-out is completed.

NZTA or its appointed network manager controls access to the affected state-highway space and issues the applicable conditions. YourTMP prepares and coordinates the work but does not grant approval. Is an approved TMP enough to start on a state highway?

No. NZTA's published process says the approved TMP must be matched by a confirmed time-and-space booking for the exact deployment. Other corridor, land or access permissions may also apply.

Which systems are used for NZTA access applications?

NZTA currently directs TMP and event access requests through myWorksites and corridor access requests through Submitica. The precise combination depends on the activity and the network manager.

What if our signs or detour extend onto a council road?

A separate local-road approval may be needed. We identify the boundary and coordinate the state-highway and council requirements so layouts, dates and responsibilities remain consistent.

Can YourTMP supply the on-site state-highway operation?

We can scope approved establishment, monitoring, authorised changes and uplift. Personnel, vehicles, equipment, travel and the work window are confirmed for the job after the network requirements are understood.
