What approval is needed before Kaipara work begins?

YourTMP can support Kaipara CAR and TMP preparation and deliver the authority-approved site setup, monitoring, authorised changes and uplift. Kaipara District Council or NZTA remains the approver, while travel, crew and plant availability are confirmed for each site.

Move from CAR submission to an approved WAP

Kaipara requires a CAR and WAP where an activity affects normal operation of the road, footpath or berm. Council accepts CAR submissions through beforeUdig or Submitica.

Submitting the application is not permission to start. Council says planned work must wait until the approved WAP is received by email.

Check whether the activity needs a CAR, TMP or both

Council lists some activities that may not require a CAR and WAP but can still require a TMP. The correct pathway depends on excavation, location, scale and the effect on normal road or footpath use.

We classify the proposed work before preparing the traffic-management material rather than assuming that a low-impact activity is exempt from all controls.

Use both service enquiries and Council asset information

Kaipara instructs applicants to make a beforeUdig enquiry before excavation. It also warns that beforeUdig does not contain Council's buried water, wastewater or stormwater asset information.

The work planning should therefore include both the external service enquiry and the relevant Council mapping, together with safe physical location practices.

Plan around rural travel, bridges and closures

Kaipara's dispersed communities, rural roads and freight-sensitive bridges can materially affect establishment and detours. Current Council information, for example, restricts permitted heavy vehicles from Hakaru Bridge.

Council's hosted closure form says the process needs enough time for a decision and statutory advertising. Because that form is dated 2021, the exact current lead time should be reconfirmed before publication or booking.

Kaipara CAR, WAP and utility-check questions

How early should a Kaipara CAR be lodged?

Council says applications must be made at least 15 working days before work starts, but that does not guarantee approval by that date.

Does every activity need both a CAR and a TMP?

No. Council notes that some activities may still need a TMP even where a CAR and WAP are not required.

Is beforeUdig enough for buried services?

No. Kaipara says Council water, wastewater and stormwater assets are not included, so Council mapping must also be checked.
