Auckland Transport controls the local-road corridor, while NZTA state highways are coordinated through Auckland System Management or the separate Pūhoi to Warkworth motorway arrangement.

AT states that CAR applications must be made at least 15 working days before work starts, but that is a minimum lodgement period rather than a guaranteed approval time.
